Nathan Trail leads 91proÊÓƵ’s state government affairs on behalf of 91proÊÓƵ member companies.
Nathan is a nationally recognized state government affairs strategist with a proven track record of shaping state and local legislation and regulations to support Advanced Air Mobility (AAM) and other emerging technologies. He has spent his career working closely with state and local governments to champion proactive technology policies and has worked across various industries to develop and deploy effective government affairs strategies.
As Senior Director of State & Local Policy at Supernal, a division of Hyundai Motor Group, Nathan has successfully lobbied in states and cities throughout the U.S., securing landmark policies that facilitate the market entry of electric vertical take-off and landing (eVTOL) aircraft. He has been instrumental in drafting and passing first-of-their-kind state laws on electric aviation, infrastructure development, and financial incentives to accelerate the growth of the AAM industry. Nathan has led legislative negotiations, testified before state legislatures, and built bipartisan coalitions to advance policies that integrate eVTOL aircraft into state and local transportation networks. Additionally, he spearheaded efforts to secure millions of dollars in state economic development incentives to support the national expansion of the AAM industry.
Before joining Supernal, Nathan spent a decade at the Consumer Technology Association (CTA), where he successfully expanded the association’s state and local government affairs program. During his tenure, he was recognized for his high success rate in blocking restrictive legislation and advancing pro-innovation policies, fostering growth for emerging industries such as drones, micromobility, blockchain, and fintech. He personally testified in over 30 state legislatures and city councils, advised state lawmakers on technology policy, and played a key role in securing favorable regulatory frameworks for cutting-edge technologies.
Nathan is recognized as a leading expert in state-level policy and has served on key government advisory committees, including the Arizona Advanced Air Mobility Task Force and the Texas Transportation Commission Urban Air Mobility Advisory Committee. He is also a member of the American Legislative Exchange Council’s Private Enterprise Advisory Council and a frequent speaker at major policy and industry events, including the FAA Drone and Advanced Air Mobility Symposium, the Consumer Electronics Show (CES), the American Legislative Exchange Council Annual Meeting, the National Conference of State Legislatures Summit, and the National League of Cities City Summit.
Nathan was born and raised in Maryland and holds a BA in Government and Politics from the University of Maryland, College Park. He lives in Northern Virginia with his wife and son.
