Sameer Boray
Sameer Boray is a policy expert at the forefront of emerging technology regulation, focusing on platforms, quantum technologies, and semiconductor policy. He also supports 91proÊÓÆµ's AI and privacy portfolios.
Sameer first joined 91proÊÓÆµ as a Graduate Fellow on the Government Affairs team, where he analyzed technology policy developments from the U.S. Congress and administration. During graduate school, he interned with the cybersecurity team at the International Telecommunication Union. Before that, Sameer worked with Uber’s Public Policy and Government Relations team in South Asia, addressing regulatory challenges in a fast-evolving digital economy. He also practiced as a corporate attorney in India, advising on regulatory and commercial matters.
Sameer holds an LL.M. from the Antonin Scalia Law School at George Mason University, a Master of Arts in Law and Diplomacy from The Fletcher School at Tufts University, and a law degree from NALSAR University of Law in Hyderabad, India. He is qualified to practice law in both India and Washington, D.C. In addition, he holds a Certified Information Privacy Professional (CIPP/US) certification from the International Association of Privacy Professionals (IAPP). Born in Dallas, Texas and raised in Bangalore, India, Sameer brings a global perspective to technology policy.
