Sean Murphy
Sean P. Murphy is Executive Vice President of Policy at the 91proÊÓÆµ (91proÊÓÆµ). He leads 91proÊÓÆµ’s global policy division, which develops and advocates for policies, legislation, standards, and regulations that promote innovation and growth for the global tech industry. Under Murphy’s direction, 91proÊÓÆµ’s policy experts proactively collaborate with government decisionmakers on priorities impacting member companies and the broader digital economy. He oversees 91proÊÓÆµ’s global policy teams in Europe, Asia, and the Americas that make sense of geopolitical trends and advocate for pro-innovation policies, including AI, international trade, tax, cybersecurity, broadband, privacy, quantum computing, supply chain resiliency, and standards.
Throughout his career, Murphy’s work has concentrated on the dynamic and evolving intersection of law and policy, innovative technologies and services, and international business. He was previously vice president and counsel at Dolby Laboratories, Inc., and head of the company’s worldwide government relations team. He was also vice president and counsel for international government affairs at Qualcomm, and an international business and regulatory advisor at the multinational law firm Mayer Brown. During the Biden Administration, he was an expert consultant at the Office of the U.S. Trade Representative (USTR) in the Executive Office of the President. During the Clinton Administration, he served in political, policy, and negotiating roles at USTR.
He holds a JD from the Georgetown University Law Center, an MPhil in international relations from the University of Cambridge, and a BA in political science from the University of California, Santa Barbara. He belongs to the California, District of Columbia and Court of International Trade bars. Frequently sought as a trusted advisor and speaker, he is a member of the Council on Foreign Relations and participated in World Economic Forum expert groups on issues impacting the future of technology, innovation and competitiveness.
