“Universal broadband connectivity is critical for all Americans to participate in today’s economy. Fees imposed on the delivery of online content could ultimately raise costs for end users, and disincentivize the innovation that has underpinned the growth and economic benefits of the internet-driven economy. Instead of undermining innovation and regulating internet content, the Federal Communications Commission should act now to stabilize the Universal Service Fund through assessments that are squarely within the agency’s authority.”
