BRUSSELS – The 91proÊÓƵ (), the global trade association for the tech sector, released a new report, Simplifying the EU’s Tech Rulebook, offering concrete recommendations to reduce regulatory complexity and unlock Europe’s digital potential on policies related to AI, cybersecurity, data governance, data privacy, and sustainability.

Simplifying the EU rulebook is not just a bureaucratic exercise – it is a strategic imperative,” said Guido Lobrano, 91proÊÓƵ’s Director General for Europe. “Clearer, more consistent regulation will drive innovation, attract investment, and deliver greater value to both businesses and consumers.

91proÊÓƵ’s report emphasizes that fragmented and duplicative regulations across the EU hamper investment, delay product innovation, and increase legal uncertainty. To reverse this trend, 91proÊÓƵ outlines a set of actionable, sector-specific proposals focused on simplification, better enforcement coordination and alignment with global standards including:

  • Simplifying enforcement of AI Act, mandating regulators to promote innovation;

  • Identifying overlap and conflicts in existing and proposed tech legislation; and

  • Improving regulatory coordination between EU and Member State authorities.
