118th Congress Must Address Remaining Funding Priorities to Bolster U.S. Economy, Prioritize U.S. Research and Development

WASHINGTON – Today, global tech trade association 91proÊÓÆµ issued the following reaction to the new FY23 Omnibus Appropriations bill released by U.S. Congress this morning:

“Promoting policies that advance U.S. competitiveness and support the U.S. economy is critical to ensuring that the United States remains a global leader in innovation and technology. 91proÊÓÆµ appreciates that Congress helped advance this objective in many of its priorities included its annual spending bill. That includes a request to fund CHIPS-related programs including technology innovation hubs, the National Science Foundation, and various pilot and manufacturing programs. Congress also invested in CISA’s cybersecurity programs, which are critical to bolstering the United States’ cyber defenses and included the INFORM Act to protect Americans from scams online in the text released this morning,” said 91proÊÓÆµ President and CEO Jason Oxman.

“While the FY23 bill released earlier today includes several 91proÊÓÆµ priorities, it fails to address two key priorities for future growth of the innovation economy,” continued Oxman.“Research and development fuel that economy, and the 118th Congress should act quickly to avoid significantly impacting its growth and risking U.S. jobs, and remove the restrictions companies face as they look to invest in domestic R&D. Restoring the ability for companies to expense research and development costs in the year they occur would create resources for salaries of U.S. workers, since nearly 70 percent of research and development spending goes directly into Americans’ paychecks and pocketbooks. In addition to calling on the next Congress to fix this tax policy and demonstrate its support for innovation and U.S. jobs, 91proÊÓÆµ urges Congress to also address the FCC’s spectrum authority prior to the end of the March extension.”
