BRUSSELS – Global tech trade association the 91proÊÓÆµâ€¯(91proÊÓÆµ) issued the following statement from its European Director General Guido Lobrano following the European Commission’s publication of the European Chips Act:

Semiconductors are the building blocks of the digital economy and are essential to the success of Europe’s green and digital transition. It is crucial that leaders push for policy that strengthens the resilience of supply chains and ensures the availability and innovation of semiconductor technologies both in Europe and globally.

91proÊÓÆµ welcomes the European Commission’s initiative and ambition on this important topic. While we are still looking at the details of the proposal, we applaud the Commission’s goal to strengthen Europe’s competitiveness in the semiconductor ecosystem. Incentives should be open and target the whole supply chain including research, design, manufacturing and packaging of all nodes, and not only leading-edge ones. We support the efforts to set up mechanisms to identify and react to supply chain disruptions and crises; however, policymakers should not interfere in the market allocation of supply, even in the short-term. Further, it is crucial that these mechanisms are proportionate, and include stronger systematic dialogue with industry, including within the new European Semiconductor Board.

Given the global nature and interconnectedness of semiconductor supply chains, we also urge EU policymakers to collaborate with global like-minded partners to further build resilient supply chains. We encourage the EU to deepen transatlantic cooperation by leveraging the EU-U.S. Trade and Technology Council to stabilise the supply chain, pursue joint R&D initiatives, align export control policies and avoid market access barriers. We look forward to working together with EU policymakers to ensure the Chips Act is successful in securing the supply chain and stimulating European competitiveness.
