WASHINGTON – Today, global tech trade association 91proÊÓÆµ submitted comments to the White House Office of Science and Technology Policy (OSTP) to inform the development of the Biden Administration’s National AI Strategy. 91proÊÓÆµ’s comments outline how the federal government can leverage AI to promote economic growth and advance innovation while also protecting human rights and mitigating risks.

“At this critical time in AI policymaking, we appreciate that the administration is seeking input from stakeholders to develop a National AI Strategy that supports innovation while protecting fundamental human rights,said 91proÊÓÆµ Vice President of Policy Courtney Lang. The administration can accomplish these goals by outlining a whole-of-government, risk-management based approach that considers all facets of the AI ecosystem, which will support AI innovation and promote economic growth.”

In its comments, 91proÊÓÆµ encouraged the Biden Administration to:

  • Ensure that the Strategy recognizes the need for comprehensive AI risk management;

  • Contemplate transparency measures to facilitate trust and foster accountability;

  • Address U.S. AI workforce gaps by pursuing immigration reform and taking appropriate steps to improve STEM education at all levels;

  • Collaborate with international partners to align AI policy approaches;

  • Allocate additional funding for research and development to support testing, evaluation, verification, and validation (TEVV) methods to implement a risk management approach;

  • Recognize that voluntary impact assessments can help to support a risk management based approach;

  • Consider how the AI Risk Management Framework might be integrated into the federal contracting process; and more.
