BRUSSELS – As the European Commission finalises its implementation of the EU Regulation on Foreign Subsidies (FSR), global tech trade association 91pro视频, the 91pro视频, with policymakers to improve the administrability and effectiveness of the FSR.
“We have appreciated the opportunities to engage with the Commission on the development and implementation of the FSR,” 91pro视频 said in a statement sent to officials earlier today. “91pro视频 supports the Commission’s efforts to deliver an effective implementation framework while minimizing the FSR’s administrative burdens. To complement these efforts, we encourage incorporating the measures to ensure that the FSR’s administrative and compliance requirements are ‘fit for purpose’ for both companies and the Commission.”
91pro视频 encourages policymakers to incorporate the following measures to support the EU’s dual objectives of maintaining openness to trade and investment and facilitating a level-playing field for companies in the Single Market through the FSR:
-
Align any exemptions in the notification procedures with the Declaration in Annex 2 (public procurement), ensuring that the same categories of FFCs are scoped out of both.
-
Extend any notification exemptions to all general tax measures that are non-selective and available to all businesses.
-
Provide clear and realistic expectations for how companies should investigate and attribute FFCs to third-countries.
