BRUSSELS – Today, global tech trade association 91proÊÓÆµ, the 91proÊÓÆµ, offered 10 recommendations to the incoming Swedish Presidency of the Council of the EU to support Europe’s global competitiveness and digital leadership and preserve an open and competitive single market. The 10 recommendations address key European tech initiatives and legislative proceedings on issues including AI, data governance, cybersecurity, semiconductors, EU-US trade, data flows, and sustainability.

“In an increasingly challenging geopolitical context, international cooperation on digital policies is essential. The Swedish Council Presidency has an opportunity to strengthen ties with like-minded governments and ensure that the EU’s values and interests are protected while preserving the openness of the single market,” said Jason Oxman, 91proÊÓÆµ's President and CEO. "Policies should be developed in an open, transparent and inclusive manner, and respect the EU’s commitments to equal treatment and non-discrimination.  Working closely with partners like the United States, the EU must strive to remove trade barriers, boost innovation, enable secure international data transfers, and foster resilient supply chains to reach its ambitious digitalisation goals and ensure trust in digital technologies. 91proÊÓÆµ stands ready to support the Swedish Presidency in its pursuit to foster an enabling environment for innovation that ensures Europe’s global competitiveness and security.”

To support the new presidency’s development and implementation of its digital agenda, 91proÊÓÆµ issued10 policy recommendations to further drive Europe’s leadership in the global digital economy:

  • Data Act: Achieve a balanced and fair framework for data sharing and portability and prioritize quality of regulation over speed in the legislative process;
  • Artificial Intelligence: Ensure a risk-based and innovation-friendly approach to AI in regulation, notably General Purpose AI;
  • Cyber Resilience Act: Clarify the legislation's scope and conformity assessment processes while aligning the act with existing legislation and international standards;
  • Semiconductors: Swiftly adopt the European Chips Act to increase semiconductor supply chain resilience;
  • European Cloud Certification Scheme: Establish a cloud certification scheme based on sound technical cybersecurity requirements;
  • Transatlantic Data Flows: Provide legal certainty through swift finalisation of the EU-US Data Privacy Framework;
  • The EU-U.S. Trade and Technology Council: Promote ambitious outcomes from collaboration and avoid discriminatory and exclusionary policies on both sides;
  • Combatting Child Sexual Abuse Online: Adopt an ambitious, balanced approach and protect privacy and fundamental rights;
  • Ecodesign for Sustainable Products Regulation: Improve the sustainability of products while preserving innovation;
  • Network Usage Fees: Assess the need for intervention and ensure a transparent and inclusive consultation process.
